As the Bishops and Presiding Presbyter of the Church, he and his council are charged with conducting the business of the church and with guiding and disciplining the members, especially the Elders and deacons. Connected to this is the idea that to the degree that the church is less spiritual, it will follow the example of the secular world and be less spiritual, and to the degree that it is more spiritual, it will live in a more heavenly way.
The sacrificial act of the church, the signs of the covenant, and the things that are done in the act are the sign of this covenant. Only baptismal covenants bind the individual to the church.

In the Book of Mormon, the Nephites had an order of legal business in which the presiding patriarch was the Chief Judge of the land, and he presided over three judges who dealt with questions of law and equity.
On the other hand, many simply have a general awareness that there is a church. A baptismal covenant makes this possible. In each of these, the church identifies itself with its members. The woman should be able to name her church to prove her covenant.
In a few cases, the church may bring people into a church home with which they have no association. Yet there is no jurisdiction to take ecclesiastical disciplinary action against a member.
